Get your affected Chinchilla to the Vet and to give IV antibiotics and emergent treatment. If you have been to a vet you need to see a different one because the treatment is clearly not effectively working. Try to keep his head propped for the easiest breathing passage, I would find a vet that will hospitalize Chinchilla, he needs 24/7 veterinary intervention for this.
